化工园区突发事故应急资源调度策略
Emergency Resource Dispatching Strategy for Sudden Accidents in Chemical Industry Parks
【摘要】 考虑突发事件应急资源调度的时效性、充足性和经济性等特点,研究了应急资源调度策略。首先,针对应急资源调度多储备点、多事故点、多资源的情况,引入化工园区事故多米诺效应约束,构建了一种以应急资源调度时间最短化为主要目标和运输成本最小化为次要目标的双目标应急资源调度模型,通过利用理想点法将双目标问题转化为单目标问题;其次,针对调度模型的特点,提出一种改进的灰狼算法对模型进行求解,该算法融合了遗传算法、交叉算子以及引入禁忌表策略,提高了收敛精度和全局寻优能力,并对解进行离散化处理,从而得到实际的突发事件应急资源调度策略;最后,通过仿真对比实验,验证了所提模型和算法的有效性,确保可以兼顾化工园区事故应急救援的时效性和经济性,提高应急处置救援能力,为决策者提供科学合理的应急资源调度方案。
【Abstract】 Emergency resource scheduling strategies were researched, taking into account the characteristics of timeliness, adequacy, and economy of emergency resource scheduling. Firstly, in response to the situation of multiple reserve points, multiple incident points, and multiple resources in emergency resource scheduling, a dual objective emergency resource scheduling model was constructed by introducing the domino effect constraint of chemical park accidents, with the main objective of minimizing emergency resource scheduling time and minimizing transportation costs as the secondary objective. By using the ideal point method, the dual objective problem was transformed into a single objective problem. Secondly, based on the characteristics of the scheduling model, an improved grey wolf algorithm is proposed to solve the model. This algorithm integrates the crossover operator of genetic algorithm and introduces a taboo table strategy, improving convergence accuracy and global optimization ability. The solution was discretized to obtain the actual emergency resource scheduling strategy for emergencies. Finally, through simulation comparative experiments, the effectiveness of the proposed model and algorithm was verified, ensuring that the timeliness and economy of emergency rescue for chemical park accidents can be considered, improving emergency response and rescue capabilities, and providing decision-makers with a scientific and reasonable emergency resource scheduling plan.
