【摘要】 该文基于2011—2020年中国省级面板数据，依据新发展理念构建综合评价指标体系对中国各省、主要城市群和不同经济区域的经济发展质量进行测算，并对环境规制、产业转型升级对经济高质量发展的影响进行实证检验，研究发现：就国家层面而言，环境规制会对区域经济发展质量提升起到一定抑制作用，而产业转型升级则起到促进作用；就区域层面而言，环境规制对经济高质量发展的影响存在显著的区域和时期异质性。为保障碳达峰、碳中和目标的顺利实现，应进一步强化环境规制的倒逼效应，积极引导产业绿色化转型；同时，加快构建区域间经济发展协作机制，共同推进经济高质量发展。更多还原

【Abstract】 Based on the provincial panel data of China from 2011 to 2020, this paper constructs a comprehensive evaluation index system according to the new development concept to measure the quality of economic development of China’s provinces, major urban agglomerations and different economic regions, and empirically tests the impact of environmental regulation and industrial transformation and upgrading on high-quality economic development. It is found that: at the national level, environmental regulation plays a certain inhibitory role in improving the quality of regional economic development, while industrial transformation and upgrading plays a catalytic role; At the regional level, the impact of environmental regulation on high-quality economic development has obvious regional and temporal heterogeneity. In order to ensure the successful realization of the goal of carbon peak and carbon neutrality, we should further strengthen the reverse effect of environmental regulation and actively guide the industrial green transformation. At the same time, we should also accelerate the construction of regional economic development cooperation mechanism so as to jointly promote high-quality economic development.更多还原
