【摘要】 军队政治工作是党领导和掌握军队的工作，思想工作和组织工作是其重要范畴。建军以来，特别是古田会议确立“政治建军”原则以后，中国共产党领导的军队政治工作在制度章程、组织队伍、宣传教育等方面不断推进，在实践探索中积累了大量经验。1934年，为粉碎国民党对苏区的第五次军事“围剿”,克服红军规模扩大与战争减员双重困境下红军整体政治水平不高的问题，中国工农红军总政治部组织召开红军第一次全国政治工作会议，正式提出“政治工作是红军的生命线”的战略口号。经过会前和会上的广泛讨论，中共提炼出平时教育与战时鼓动并重、机动灵活地开展政治教育、巩固党团组织与健全各级政治机关、建立地方联系制度来强化政治领导等原则和方法，为红军战斗力的增强提供了坚强政治保证，并从理论和制度的层面为人民军队政治工作基本准则的确立与发展奠定了重要基础。更多还原

【Abstract】 The military political work is the work that the party leads and grasps the army, and ideological work and organizational work are its important content. Since the founding of the military, especially after the principle of "building the Army politically" was established at the Gutian Conference, the political work of the armed forces under the leadership of the CPC has made continuous progress in institutional rules, organization of troops, publicity and education, and accumulated a great deal of experience and lessons in the practical exploration. In order to crush the Kuomintang military’s the fifth "encircle and suppression" of the Soviet Area and overcome the problem of the low political level of the Red Army as a whole under the dual dilemma of expanding the size of the Red Army and reducing the number of soldiers in the war, the General Political Department of the Chinese Workers’ and Peasants’ Red Army organized the First National Political Work Conference of the Red Army and formally proposed the strategic slogan "political work is the lifeline of the Red Army". After extensive discussions before and during the meeting, the CPC extracted principles and methods such as placing equal emphasis on peacetime education and wartime agitation, flexibly carrying out political education, consolidating party and youth organizations and improving political organs at all levels, and establishing local contact systems to strengthen political leadership, providing strong political guarantees for the enhancement of the Red Army’s combat effectiveness.
