环境规制对农业绿色全要素生产率的影响
Influence of environmental regulation on Agricultural Green Total Factor Productivity
【摘要】 中国农业发展面临的资源环境约束日益突出,提高农业绿色全要素生产率、实现高质量发展迫在眉睫,而环境规制是推动农业绿色发展的重要手段。论文分别运用非导向DDF与超效率SBM模型结合GML指数,对农业绿色全要素生产率进行测算,并建立双向固定效应模型检验环境规制影响。研究发现:(1)2007—2019年中国农业绿色全要素生产率快速提高,增长动力主要源于技术进步;(2)农业绿色全要素生产率变化存在地区差异,西南地区增速最快;(3)环境规制对农业绿色全要素生产率有显著正向作用,环境规制通过推动绿色技术进步减少污染排放;(4)经济发展与城镇化利于农业绿色全要素生产率增长,自然灾害、贸易开放及高污染机械化则抑制其增长。基于此,论文就加强区域间农业技术合作等提出政策建议。
【Abstract】 Agricultural development of China is facing increasingly prominent resource and environmental constraints. It is urgent to improve agricultural green total factor productivity and achieve high-quality development, and environmental regulation is an important means to promote agricultural green development. In this paper, the non-oriented DDF method and super efficiency SBM model combined with GML index are used to calculate the agricultural green total factor productivity in China, and a two-way fixed effect model is established to test the impact of environmental regulation on agricultural green total factor productivity. The study found that:Firstly, GTFP in China showed an accelerated upward trend from 2007 to 2019, but its growth momentum was mainly due to technological progress. Secondly, There are regional differences in the change of agricultural green total factor productivity, and the fastest growth rate is in Southwest. Thirdly,environmental regulation has a significant positive effect on the growth of GTFP. Environmental regulation promotes the progress of agricultural green technology and reduces agricultural pollution emissions Fourthly, the improvement of regional economic development level and urbanization level contributes to the growth of agricultural GTFP, while the occurrence of natural disasters, the trade openness and the use of high-pollution machinery are not conducive to the growth of agricultural GTFP. On this basis, this article puts forward corresponding policy suggestions on strengthening interregional agricultural technology cooperation and so on.
