【摘要】 本文选取上海市社区基本公共体育服务作为研究对象，对其建设主体、人力资源、资金保障、基础设施和绩效评估的建设现状进行研究，通过问卷调查法和访谈法，分析目前上海市社区基本公共体育服务体系建设存在的问题，并提出完善建议：建立公民需求表达和公众参与机制，加强公共体育服务人才队伍建设，健全公共体育资金投入机制，完善公共体育服务均等化发展机制，构建公共体育服务评估与监督体系等。期望通过相关制度建立起长效的公共体育服务机制，以保障公民体育权利的根本落实。更多还原

【Abstract】 This paper presents a study of basic public sports services of Shanghai communities, and discusses the service establishment status quo including the service providers, human resources, funding, infrastructure and performance evaluation. By means of questionnaire and interviews, the existing problems were exposed in the establishment of basic public sports service system in urban communities of Shanghai. Improvement suggestions are put forward: to establish a mechanism to allow for citizens’ voice to be heard and for public participation; to strengthen echelon building of public sports service personnel; to improve the mechanism of public sports funds investment; to perfect the mechanism of equal development of public sports service; to establish evaluation system of and supervision of public sports service. It is expected that by policy making, a long-term public sports service mechanism can be established to ensure fundamental implementation of citizens’ sports rights.更多还原
