广东省临时滞洪区建设管理问题及对策探讨

【摘要】 临时滞洪区是基于广东省省情提出的防洪减灾措施,但由于缺乏统一规划和管理,区内人水争地矛盾日益凸显,运用准备基础性工作不足,启用难度大。文章在总结梳理广东省临时滞洪区建设管理中存在问题的基础上,提出调整分类、明确定位、优化布局、做好运用准备基础性工作、加强风险管理、建立补偿救助保障体系等针对性对策措施,以确保临时滞洪区的防洪功能和妥善解决分蓄洪水与经济社会发展的矛盾。

【Abstract】 To set up temporary flood detention areas is a flood control and disaster mitigation measure based on the situation of Guangdong Province. However, it is difficult to initiate the measure due to the lack of unified planning and management, the increasingly contradictory need for area between people and water, and the insufficient basic work for use preparation. On the basis of summarizing and sorting out the issues existing in the construction and management of temporary flood detention areas in Guangdong Province, this paper proposes targeted countermeasures such as adjusting the classification, clarifying the positioning, optimizing the layout, conducting the basic work of preparation for use, strengthening risk management, and establishing a compensation and relief security system, so as to ensure the flood prevention function of the temporary flood detention areas and properly solve the contradiction between flood storage and economic and social development.
