【摘要】 农业多功能性的发挥是农业高质量发展的重要手段，也是现代农业的必然选择。本文针对日本和中国农业多功能性的研究进行了梳理，分析了两国的研究进展。日本农业多功能性提出具有复杂的国际与国内背景，在第二次世界大战后经历了资本主义农业恢复时期、基本法农政时期和新基本法农政时期。研究发现：日本农业多功能性的发挥积累了重视粮食安全保障问题、完善的政策法规体系、充分发挥农业的生态功能、地域社会的形成与维持、对农业多功能进行直接补贴等实践经验。基于此，中国在坚持粮食安全战略不动摇、推进农业农村法制体系建设、放大农业的生态保护功能、挖掘农业的文化传承和教育功能、推行农业多功能直接补贴政策方面获得了有益启示。更多还原

【Abstract】 The realization of multi-functionality of agriculture is an important means of high-quality agricultural development and an inevitable choice for modern agriculture.The article summarizes the research on multi-functionality of agriculture in Japan and China, and analyzes the research progress of the two countries.The proposal of multi-functionality of agriculture in Japan has a complex international and domestic background.After World War II,it went through the capitalist agricultural recovery period, the basic law agricultural policy period, and the new basic law agricultural policy period.Research has found that Japan’s multifunctional agriculture has accumulated practical experience in emphasizing food security issues, improving policy and regulatory systems, fully leveraging the ecological functions of agriculture and the formation and maintenance of regional society, and implementing direct subsidy policies for agricultural multifunctional agriculture.Based on this, China has gained beneficial insights in adhering to the strategy of food security, promoting the construction of the agricultural and rural legal system, amplifying the ecological protection function of agriculture, exploring the cultural inheritance and educational function of agriculture, and implementing the policy of multifunctional direct subsidies for agriculture.更多还原
