【摘要】 在欧盟成员国中，南欧国家是“一带一路”倡议的积极响应者、支持者和实践者。中国与南欧国家在经贸、人文、能源、港口等领域的务实合作，密切了中国与南欧国家之间的关系，推动了中欧合作，为中国与南欧国家构建人类命运共同体作出了有益探索。当前百年变局加速演进，美国推行价值观外交，不断拉拢欧盟；欧盟对华关系重新定位，推出“全球门户”计划，与中国“一带一路”倡议展开竞争，这些都对中国与南欧国家“一带一路”合作构成新挑战。实现中国与南欧国家共建“一带一路”的高质量合作，未来中国应向南欧国家进一步开放市场，加大在绿色转型领域的基础设施投资；全方位活跃中国与南欧国家之间的人文交流，增进人民之间的相互了解，促进中西文明交流互鉴。更多还原

【Abstract】 Among the EU member states,Southern European countries are active responders,supporters and practitioners of the“Belt and Road”Initiative proposed by China. Through pragmatic cooperation in the fields of economy and trade,culture,energy and ports,the relationship between China and southern European countries is strengthened,China-EU cooperation is promoted,and explorations are made for China and southern European countries to jointly build a community with shared future for humankind. At present,the changes unseen in a century is accelerating,and the United States is pursuing valuebased diplomacy and constantly trying to draw the European Union to its side; the EU’s repositioning of its relations with China and proposition of the“Global Gateway”plan to compete with the“Belt and Road”Initiative bring new challenges and obstacles to the cooperation between China and southern European countries under the“Belt and Road”Initiative. For quality development of the“Belt and Road”joint construction between China and Southern countries,China should further open its markets to Southern European countries and increase investment in infrastructure of green transformation. Actively promoting people-topeople exchanges between China and southern European countries in an all-round way will help enhance mutual understanding between the peoples and promotes exchanges and mutual learning between the Chinese and Western civilizations.更多还原
