【摘要】 建构高等教育强国评价指标体系，首先需要明确高等教育强国的内涵。高等教育强国是针对一个国家高等教育系统而言，其“强”主要体现在两方面：一是高等教育系统本身的强大，二是高等教育系统具有比较强的满足和促进国家发展的能力。据此，高等教育强国评价指标体系框架应包括自身发展水平和满足需要与引领创新能力两个方面。本研究在系统梳理全球高等教育系统实力相关评价指标的基础上，将相关指标纳入到本文所建构的高等教育评价指标体系框架当中，研制出既能体现国际可比性又能反映中国特色的高等教育强国评价指标体系，从整体水平、资源保障、制度文化等水平指标以及满足个体需要、满足社会需要、促进创新发展、提升全球影响力等能力指标两个维度，角度综合评价一个国家高等教育系统的水平和实力。更多还原

【Abstract】 To construct the evaluation index system of Higher Education Power, it is necessary to clarify the connotation of Higher Education Power. Higher Education Power is aimed at a country’s higher education system, and its "strength" is mainly reflected in two aspects: one is the strength of the higher education system itself, and the other is that the higher education system has a relatively strong ability to meet and promote national development. Therefore, the evaluation index system framework of Higher Education Power should include two aspects: its own development level and meeting needs and leading innovation ability.On the basis of systematically sorting out the world’s comprehensive competitiveness and the relevant indicators of higher education system evaluation, this study incorporated the relevant indicators into the framework of higher education evaluation index system constructed in this paper, and developed a Higher Education Power evaluation index system that can reflect both International comparability and Chinese characteristics. The development level of a country’s higher education system is comprehensively evaluated from the perspectives of overall level, resource security, institutional culture, meeting individual needs, meeting social needs, promoting innovative development and enhancing global influence.更多还原
