【摘要】 理解我国高等教育普及化独特的实现方式是把握普及化发展内在逻辑的前提。综合运用结构/机制和时间序列两种叙事方式对我国普及化实现方式及过程特征进行考察，发现我国高等教育普及化以赶超、跳跃、内扩、压力型方式实现，并受意识形态合法性机制、政府主导自上而下改革的路径依赖、对特罗高等教育发展三阶段理论的误读误用、民族重教传统及民间质量立场等因素影响，因而在高等教育的规制性力量与内生性力量、常态治理与非常态治理、数量目标与质量目标之间充满张力。为此，普及化阶段的高等教育政策设计应把提高质量和促进多元发展作为价值指针，以教育法治推动构建有利于内源性发展的治理体系，健全政府政策引导与市场自主调节协同机制，建立以提高大学能力和教育质量为核心的问责机制。更多还原

【Abstract】 Understanding the distinctive implementation approach of universalization of Chinese higher education is the premise to grasp the inherent logic of its development.The article comprehensively uses two narrative ways of structure/mechanism and time series to investigate the implementation approach and process characteristics of universalization of Chinese higher education.The result shows that the universalization of higher education in China was realized in the ways of catching up,jumping,expanding and pressure,and was influenced by factors such as ideology legitimacy mechanism,path dependence of top-down reform led by the government,misreading and misuse of Trow’s three-stage theory of higher education development,as well as the national tradition of valuing education and the demand side quality position.Consequently,there is a lot of tension between the regulation power and the endogenous power,the normal governance and the abnormal governance,the quantity goal and the quality goal of higher education.Therefore,the higher education policy design in the universalization stage should take the improvement of quality and the promotion of diversified development as the value indicator,promote the construction of governance system conducive to endogenous development with the rule of law in education,improve the coordination mechanism of government policy guidance and market independent regulation,and establish an accountability mechanism that focuses on improving university capacity and education quality.更多还原
