基于流域特征的山地城市空间治理方法探索——以西宁市为例

【摘要】 流域是推进生态文明建设的重要载体,“前端管控”和“水陆联动”成为流域空间治理的重要趋势。山地城市流域相对于平原城市具有独特性,但基于流域特征的山地城市空间治理研究尚不充分。本文以位于黄河上游湟水流域的西宁市为例,探索了基于河流水系在“宏观、中观、微观”三个尺度的特征,以土地用途管制为抓手,全面提升城市空间治理水平的方法。形成了“结构管控—单元管控—项目管控”的系统化治理框架,实现了从“就水论水”到“水陆联动”、从“末端治理”到“前端管控”的方法转变,弥补了基于山地城市流域特征的系统化空间治理理论与实践的空白,具有一定的典型性和推广价值。

【Abstract】 Watershed is an important carrier for promoting ecological civilization construction, and “front-end control” and “water land linkage” have become important trends in watershed spatial governance. Mountain city watersheds have unique characteristics compared to plain cities, but research on spatial governance of mountain cities based on watershed characteristics is still insufficient. This article takes Xining City, located in the Huangshui Basin of the upper reaches of the Yellow River, as an example to explore the methods of comprehensively improving the level of urban spatial governance based on the characteristics of the river system at three scales of “macro,meso, and micro”, with land use control as the starting point. A systematic governance framework of “structural control unit control project control” has been formed, achieving a transformation from “discussing water based on water” to “water land linkage” and from “end management” to “front-end control”. This fills the gap in the theory and practice of systematic spatial governance based on the characteristics of mountainous urban watersheds, and has certain typicality and promotion value.
