基于水资源三重属性的黄河流域用水脱钩及影响因素
Water Consumption Decoupling and Influencing Factors in the Yellow River Basin Based on the Triple Attributes of Water Resources
【摘要】 从水资源三重属性视角,运用脱钩模型评价2006—2020年黄河流域用水脱钩态势,通过因子分解法从6个方面探究用水脱钩影响因素。结果表明:(1)以2013年为转折点,2013—2020年黄河流域用水呈从弱脱钩向强脱钩转变的良好态势;(2)甘肃强脱钩状态最稳定,除宁夏外的其他省(区)均具有良好脱钩态势,河南脱钩优化程度最为显著;(3)用水强度和产业结构效应是促进各省(区)用水脱钩的两大关键因素,而经济发展和人口规模效应是抑制各省(区)用水脱钩的重要因素,水资源利用率过高严重阻碍了宁夏的用水脱钩,流域各省(区)共同面临水资源禀赋差的问题,亟须优化协调水资源利用与经济增长的关系,提高用水效率。
【Abstract】 From the perspective of the triple attributes of water resources, the decoupling model was used to evaluate the decoupling trend of water consumption in the Yellow River Basin from 2006 to 2020. Then, the factor decomposition method was used to explore influencing factors from six aspects. The results show that: a)Taking 2013 as a turning point, the Yellow River Basin shows a good transition from weak decoupling to strong decoupling during 2013-2020. b)Gansu Province has the most stable state of strong decoupling, and other provinces except Ningxia have a good decoupling trend, and Henan Province has the most significant degree of decoupling optimization. c)Water intensity and industrial structure are the two key factors to promote the water consumption decoupling, while economic development and population scale have inhibitory effects. The high water resources utilization rate seriously hinders the decoupling in Ningxia, and all provinces in the basin are faced with the problem of insufficient water resources endowment. Therefore, it is urgent to optimize and coordinate the relationship between water resources utilization and economic growth to improve water use efficiency.
