政府干预与企业经营:企业史视域下的国营福建示范茶厂研究(1939—1942)
Government Interventions and Business Management: A Study on The Bohea Tea Estate. Fukien.China from the Perspective of Business History(1939-1942)
【摘要】 福建示范茶厂是民国时期全国规模最大的国营茶厂,属于20世纪30年代—40年代实行战时统制经济的产物。其总厂与若干分厂位于福建武夷山与其他主要产茶区,以大规模种茶与机器制茶为中心,兼顾茶叶科研实验等功能,是当时茶业领域乃至农业领域中少有的集产、制、贸、研为一体的具现代性质的农业企业。该茶厂在筹备、设立、发展直到裁撤的整个过程中,不但承担了按照政府下达的指令性计划组织生产的职责,而且还承担了闽茶复兴计划中诸如组织救济茶农等社会职责。通过剖析该个案,可以考察民国战时统制经济背景下政府干预行为对国营茶厂经营管理的影响,进而重新反思政府与国有企业之间的关系,有助于了解中国茶业企业由传统向现代转型的发展历程。
【Abstract】 The Bohea Tea Estate. Fukien. China, the largest state-owned tea factory during the period of Republic of China, was an outcome of the wartime-controlled economy in the 1930s to 1940s. Located in the Wuyi Mountains and other major tea-producing areas in Fujian Province, the main body of the factory and its several branch factories were concentrated on the large-scale planting of tea and the manufacturing tea by machine together with experiments on tea research and other work. At the time, it was a rare modern agricultural enterprise integrating production, manufacture, trade and research in tea industry, not often seen even in the whole field of agriculture. During the entire process of preparation, establishment, development, and dissolution, it not only undertook the responsibility of organizing production following mandatory plan issued by the government, but also undertook social responsibilities such as organizing relief for tea farmers as designed in the Fujian Tea Revival Plan. By analyzing this case, we can investigate the influence of government interventions on the operation and management of state-owned tea factories under the background of wartime-controlled economy during the period of Republic of China, and then rethink the relationship between the government and state-owned enterprises.
