【摘要】 基于三圈理论，从公共价值、执行能力、支持保障3个圈层对新高考选考政策执行情况进行分析，发现选考政策整体实现了公平性、科学性、选择性的公共价值，且在试点先行、渐次推进方面取得了一定成效，但某些地区的高中配套教育资源仍然比较紧张，部分利益相关方的支持动力仍有待提升。为扩展政策执行的耐克区，相关部门应进一步突显选择性公共价值，增强考生与家长的价值认同；地方政府与高中应注重内部强化，提升教育资源协调能力；高校应发挥招生育人主导地位，加强核心利益群体外部协作。更多还原

【Abstract】 Based on the three-circle theory,this paper analyzes the implementation of the new Chinese college entrance examination selection policy from three circles:public value,implementation capacity and support guarantee. It is found that the examination selection policy has achieved the public value of fairness,scientificity and selectivity as a whole and has been effective in promoting the implementation of the policy in a pilot and gradual manner. However,the supporting educational resources for senior high schools in certain areas are still relatively tight and the motivation for support from stakeholders still need to be enhanced. In order to expand the nike zone,relative department should further highlight the selective public value and enhance the value recognition between candidates and parents;local governments and high schools should pay attention to internal strengthening and improve the coordination ability of educational resources;colleges and universities should give play to the leading role of college enrollment and education and strengthen external cooperation among core interest groups.更多还原
