【摘要】 学界关于农地确权是否促进农地流转尚未达成统一共识。本文构建农地确权、农地依赖影响农地转出行为的理论框架，采用Probit模型和调节效应模型，探究农地确权对农地转出行为的政策效应，以及农地依赖在农地确权对农地转出行为影响中的调节效应。研究结果表明，现阶段农户对土地的禀赋效应并非完全存在，农地依赖呈现分化特征；农地确权对农地转出行为具有促进效应；农地依赖在农地确权与农地转出行为的关系中起负向调节效应，农地依赖会抑制农地确权对农地转出行为的促进效应。未来中国应加快运用和拓展农地确权成果，推动农地流转和保障农地产权；依据农户的农地依赖程度，因户制宜、分类治理；完善农业基础设施，培育农地流转市场。更多还原

【Abstract】 The academic community has not yet reached consensus on whether the confirmation of farmland rights will promote farmland transfer.This paper constructs a theoretical framework for farmland rights confirmation and farmland dependence to affect farmland transfer behavior.The paper uses the Probit model and moderating effect model to explore the policy effect of farmland rights confirmation on farmland transfer, and the moderating effect of farmland dependence in the impact of farmland rights confirmation on farmland transfer.The results show that the endowment effect of farmers does not exist completely at present, and the dependence on farmland shows differentiation characteristics.Farmland rights confirmation promotes farmland transfer.Farmland dependence has a negative moderating effect on the relationship between farmland rights confirmation and farmland transfer.And farmland dependence will inhibit the promotion effect of farmland rights confirmation on the behavior of farmland transfer.In conclusion, it’s important to speed up the use and expansion of farmland rights confirmation achievements, promote farmland transfer, and protect farmland property rights; according to farmers’ farmland dependence, measures should be taken based on household conditions and classified management; it also need to improve agricultural infrastructure and cultivate farmland transfer market.更多还原
