【摘要】 本文利用多期DID模型研究集体经营性建设用地入市的试点政策对城乡融合发展的影响，并在全国范围内2013—2019年的县级数据的基础上进行实证分析。研究发现，整体来说，集体经营性建设用地入市能够促进试点县区城乡融合发展。该政策对城乡融合发展的影响存在地区差异，从中到东再到西依次降低，中部和东部作用显著，西部不显著。该政策对试点县区城乡融合影响具有滞后效应。滞后效应存在地区差异，东部地区没有表现出滞后性，中部地区有显著的一期滞后效应，而西部地区有显著的二期和三期滞后效应。该政策对试点县区城乡融合影响在2018年和2019年具有持续效应。持续效应存在地区差异，东部地区在2016年和2019年、中部地区在2016年和2018年及2019年有持续效应，而西部地区在2018年和2019年有显著的持续效应。因此，本文建议各地应加大力度开展集体经营性建设用地入市的推进工作，并且各地要根据情况加快集体经营性建设用地入市后实现城乡融合的配套制度的建设。更多还原

【Abstract】 Whether the entry of collective commercial construction land(CCCL) into the market promotes urban-rural integrated development needs to be studied.This paper uses the multi-stage DID model and conducts an empirical analysis by using county-level data from 2013 to 2019.The study finds that:(1) On the whole, the entry of CCCL into the market can promote urban-rural integrated development in the pilot counties and districts.(2) There are regional differences in the impact of the policy on the urban-rural integrated development, which decreases from the Middle to the East and then to the West.The role of the entry of CCCL into the market is significant in middle and eastern regions, while it is not significant in the western region.(3) On the whole, the policy has a lag effect on the urban-rural integrated development in pilot counties and districts.(4) There are regional differences in the lag effect.The eastern region does not show a significant lag effect, while the middle region has a significant one-phase lag effect and the western region has a significant two-phase and three-phase lag effect, respectively.(5) On the whole, the impact of the policy on urban-rural integration in pilot counties and districts will continue in 2018 and 2019.(6) There are regional differences in the persistence effect.The eastern region had a persistent effect in 2016 and 2019,the middle region has a persistent effect in 2016,2018 and 2019,and the western region has a significant persistent effect in 2018 and 2019.Therefore, this paper suggests that:(1) All localities should strengthen the promotion of the entry of CCCL into the market.(2) All localities should speed up the construction of supporting systems for the urban-rural integrated development after CCCL entering into the market.更多还原
