【摘要】 高水平开放是经济全球化时代建设现代化经济体系的必然要求，也是我国现代化经济体系必然具有的时代特色。要推进高水平开放，必须准确把握我们所面临的国内外经济形势与开放环境，充分认识经济全球化退潮、多边贸易体制改革停滞、高标准区域贸易投资协定成为国际经贸关系主要形式，以及全球产业链重构等大趋势。以高水平开放推动现代化经济体系建设，需要回答好向谁开放、开放什么、如何开放等核心问题。首先，高水平开放应包括对外开放与对内开放两个方面：前者应当是面向所有地区、所有国家、所有经济体的开放；后者则是面向所有市场主体，以构建公平、开放统一大市场为目标的开放。其次，进一步扩大市场开放、准入开放、标准开放、规则规制开放，是下一阶段高水平开放的重点内容和主要方向。再次，以各种双边、诸边区域贸易投资协定为主要对外开放形式，以推进WTO改革和多边贸易体制重建为长远目标，配合以国内自由贸易试验区扩容提质，形成主动开放、全面开放的新局面。更多还原

【Abstract】 The high-level opening up is an inevitable requirement for building the modern economic system in times of globalization and also the characteristics of the times that China’s modern economic system inevitably has. To advance high-level opening-up,we must accurately grasp the domestic and international economic situation and open environment we are facing and fully understand the ebb of economic globalization, the stagnation of the reform of the multilateral trading system, the emergence of high-standard regional trade and investment agreements as the main form of international economic and trade relations,and the restructuring of the global industrial chain. To promote the construction of a modern economic system through high-level opening up, we need to answer the core questions of what we should open up,how and to whom,what and how. First of all,high-level opening-up should be opening to both the outside world and the inside world. The former should be opening to all regions,all countries and all economies. The latter should be opening to all market players,with the goal of building a fair,open and unified market. Secondly,further expanding China’s opening up in terms of the market,market access and standards and regulations is the key content and main direction of the next stage of high-level opening up. Thirdly,with various bilateral and plurilateral regional trade and investment agreements as the main forms of opening up,with the long-term goal of promoting WTO reform and rebuilding the multilateral trading system,and with the expansion and improvement of domestic pilot free trade zones,we will form a new situation of active and comprehensive opening up.更多还原
