【摘要】 金融科技放大了传统金融监管中的问题，造成了金融监管困局；监管科技引领着金融监管变革，成为破解金融监管困局的关键。按照主体分类方法，监管科技应当被定义为金融监管部门为了提高金融监管有效性而采取的以大数据、区块链和人工智能等数字新技术为代表的科技集合。监管科技引发的三重变奏，实质上是金融监管数字治理变革在不同维度的体现：在思想维度上，监管科技推动了监管理念与范式转换；在法律维度上，监管科技促进了监管法律法规和规则的完善，提高了金融监管者的法律治理水平；在科技维度上，监管科技丰富了金融监管手段，提升了金融监管的科技治理效能。未来，重视并强化监管科技在金融监管中的应用，将成为现代金融监管数字治理的新法则。更多还原

【Abstract】 Financial technology has magnified the problems in traditional financial regulation, causing dilemma in financial regulation. Regulatory technology has led the transformation of financial regulation and become the key to solving the financial regulatory dilemma. With the subject classification method, regulatory technology should be defined as a collection of technologies represented by new digital technologies such as big data, blockchain and artificial intelligence adopted by financial regulatory authorities to improve the effectiveness of financial regulation. The triple transformation triggered by regulatory technology is essentially a reflection of the digital governance transformation in the financial regulation area viewed from different perspectives: in terms of ideology, regulatory technology has promoted the transformation of regulatory concepts and paradigms; from the legal perspective, regulatory technology has promoted the improvement of regulatory laws, regulations and rules, and improved the legal governance level of financial regulators; in terms of technology,regulatory technology has enriched the means of financial regulation and improved the technological governance efficiency of financial regulation. In the future, emphasizing and strengthening the application of regulatory technology in financial regulation areas will become a new rule for digital governance in modern financial regulation.更多还原
