【摘要】 区块链嵌入乡村治理赋予乡村以新的生机和未来，是乡村治理模式的又一创新。党的二十大报告提出构建人人有责、人人尽责、人人享有的社会治理共同体。区块链技术具有可信性、透明性、不可篡改、可溯性以及整合性等特点，优化基层治理流程，满足了提升基层治理效能的重要要求。在嵌入乡村治理过程中，具有构建协商协作平台，推动治理主体多元化；打造全面信息系统，促进治理过程透明化；创新精准识别机制，实现治理行动高效化等优势。但也存在一些困境，诸如技术体系及配套建设不完善、相关法规及政策制度不健全、技术人才储备及其技能不足，阻碍了区块链嵌入乡村治理的进程。为推动区块链嵌入乡村治理的进一步发展，助力乡村振兴，有以下对策：构建区块链技术应用体系，完善配套基础设施；建立健全相关规章制度，营造良好的发展环境；打通人才培养路径，增强人才吸纳能力。更多还原

【Abstract】 Blockchain embedded in rural governance gives new vitality and future to rural areas, which is another innovation of rural governance model. The report of the 20th National Congress of the Communist Party of China proposed building a community of social governance where everyone is responsible and has a share. Blockchain technology has the characteristics of credibility, transparency, tamper proof, traceability and integration, which optimizes grass-roots governance processes and meets the important requirements for improving the effectiveness of grass-roots governance. In the process of embedding rural governance, there are such advantages of building a consultation and cooperation platform to promote the diversification of governance subjects, constructing a comprehensive information system to promote transparency in governance processes, and innovating the accurate identification mechanism to realize the efficient governance actions. However, there are also some difficulties, such as imperfect technical system and supporting construction, imperfect relevant laws and policies, and insufficient technical talents and skills, which hinder the process of blockchain embedding into rural governance. In order to promote the further development of blockchain embedded rural governance and help rural revitalization, countermeasures including building a blockchain technology application system and improving supporting infrastructure, establishing and improving relevant rules and regulations to create a good development environment, opening up the talent training path and enhancing the talent absorption ability, are proposed.更多还原
