【摘要】 欧盟共同农业政策(CAP)2023—2027年改革，明确了由“三项领域目标”和“三个跨领域目标”组成的政策目标体系，将首次采用以“国家战略计划”为核心的新交付模式，在延续“两支柱”和“三领域”政策框架的同时，对各领域的政策干预措施进行了部分调整，实现了脱钩支付的“绿色化”,新设了“气候、环境和动物福利计划(生态计划)”,调整了“特定产品部门援助计划”的实施方式，重组了农村发展政策的“优先领域”,归并了农村发展领域干预措施等。改革后的新一轮CAP更加“绿色化”,更强调“知识与创新”并更加简化。2023—2027年新一轮CAP对中欧农产品贸易的影响不大，但对我国乡村振兴战略下的政策制定、执行、监测和评估具有借鉴意义。更多还原

【Abstract】 In the process of the Common Agricultural Policy(CAP)2023—2027 reform in the European Union, a new policy objective system consisting of “three field objectives” and “three cross field objectives” has been set up, and a new delivery mode with the “CAP strategic plans” will be introduced for the first time.While the policy framework of “two pillars” and “three fields” will remain the same, the policy intervention measures in various fields have been adjusted.The more “green” decoupling payment measures have been realized.The “schemes for the climate, environment and animal welfare(‘eco-schemes’)” has been newly established.The implementation method of the “types of intervention in certain sectors” has been changed.The “priority areas” of the rural development policy have been reorganized, and the intervention measures in the rural development field have been merged.The new CAP after the reform will be more “greener”,put more emphasis on “knowledge and innovation” and more simplified.In spite of the impact of the CAP reform on China-EU agricultural trade will be small, the new CAP has important reference valuations for China’s rural vitalization strategy in the aspects such as policy formulation, implementation, monitoring and evaluation.更多还原
