【摘要】 碳中和目标行动的实施离不开区域一体化主导下的地方间统筹协作。长三角地区是国家区域一体化发展示范区，随着区域一体化成为实现碳中和愿景的重要途径，实现该区域内的碳中和目标需要苏浙沪皖四地加强协作，而碳中和立法协同则是提升区域协作力度和夯实气候治理法治基础的重要抓手。囿于行政区划，长三角地区的碳中和立法协同暂时无法满足区域特色法律的精准化统一供给，面临立法协同的程度有限、气候变化复杂性等困境。鉴于此，长三角地区的碳中和立法协同可优先制定区域碳中和目标行动的框架性法规，设定碳中和目标行动立法规划，及时将重点领域的实践经验进行立法转化并推广，建构高度耦合且相互连接的碳中和立法协同一体化路径。更多还原

【Abstract】 The implementation of the carbon neutrality target cannot be achieved without inter-local coordination under the leadership of regional integration. As regional integration has become an important way to achieve the vision of carbon neutrality, the Yangtze River Delta region, as a national demonstration zone for integrated regional development, needs to strengthen collaboration among Jiangsu, Zhejiang, Shanghai and Anhui in order to achieve the carbon neutrality target in the region. And the collaboration on carbon neutrality legislation is an important tool to enhance regional collaboration and strengthen the foundation of the rule of law for climate governance. Due to the constraints of administrative boundaries, the carbon neutral legislative synergy in the Yangtze River Delta region is temporarily unable to meet the precise and unified supply of regional-specific laws, and faces difficulties such as the limited degree of legislative synergy and the hindrance of the complexity of climate change. In this regard, the Yangtze River Delta region can prioritise the development of a framework for carbon neutral target actions, set up a legislative plan for carbon neutral target actions, promptly transform and promote practical experience in key areas, and build a highly coupled and interconnected pathway for the integration of carbon neutral legislative synergies.更多还原
