【摘要】 回顾新世纪以来中国非物质文化遗产保护政策发展历程，可以看出在贯彻“保护为主、抢救第一、合理利用、传承发展”方针的基础上，我国的具体保护政策经历了从实施“抢救工程”“重点保护”到推动开展“生产性保护”“活化性利用”的不同时期工作重点的转变。非遗保护突破了纯“公益性”“消耗性”的被动保护局限，创造性地提出利用非遗的经济属性和产业价值进行“生产性保护”和“活化性利用”策略，找到了非遗可持续发展的路径，为世界非遗保护提供了中国实践经验。未来的非遗工作，应在继续坚持“保护与利用并举”方针的基础上，进一步加大“整体保护”“活化利用”“融合发展”的力度，让非遗在全面融入人民的日常生活、为人民物质和精神生活服务的过程中，彰显出多维重要价值，在创造创新中获得更好的发展。更多还原

【Abstract】 Reviewing the development of Chinese intangible cultural heritage protection policies since the 21st century,we can see that on the basis of "giving priority to the protection of intangible cultural heritages,attaching primary importance to their rescue,making rational use of them,passing them on and developing them",the specific protection policy has transitions of emphasis in different periods:from implementing "Rescue Project" and "Key Protection" to promoting "Productive Protection" and "Active Utilization".The intangible cultural heritage protection has broken through the limitation of passive protection which is purely "Commonweal" and "Consumptive",and the use of intangible cultural heritage economic attributes and industrial values for "Productive Protection" and "Active Utilization" strategies were proposed creatively,the path to intangible cultural heritage sustainability has been found.China has provided practical lessons for the world’s Intangible Cultural Heritage Conservation.In the future,the intangible cultural heritage should continue to adhere to the principle of "Protection and Utilization simultaneously",and strengthen the efforts of " Holistic Protection", "Activation and Utilization" and "Integrated Development",allowing intangible cultural heritage to demonstrate the important value of multi-dimension in fully integrating into people’ s daily life,serving people’s material and spiritual life,and achieving better development through creativity and innovation.更多还原
