云南省九大高原湖泊流域林草生态保护与修复对策

【摘要】 山水林田湖草生态保护修复工程是国家为了实现自然资源整体保护、系统修复和综合治理,在全国范围内组织实施的重大工程。分析总结了云南省九大高原湖泊的管理现状与存在森林植被覆盖度不足、森林生态系统结构简单与森林质量不高、流域资源环境承载能力严重超载、湿地生态功能弱和生态修复难度大等涉及林草的主要问题,科学地从森林草原防火、林草有害生物防治、天然林保护、公益林管护、野生动植物保护、自然保护地管理、林草湿资源监管、营造林、草原生态修复和湖滨带生态修复等10个领域的保护与修复提出了具体对策,为打赢“湖泊革命”攻坚战和全面加强九大高原湖泊流域范围内森林、草原、湿地三大自然生态系统一体化保护修复提供科学依据。

【Abstract】 The ecological protection and restoration project of mountains, rivers, forests, fields, lakes and grasses is a major project organized and implemented nationwide by the state to achieve the overall protection, systematic restoration and comprehensive management of natural resources. This paper analyzes and summarizes the management status of the nine plateau lakes in Yunnan Province and the main problems of forest and grass, such as insufficient forest vegetation coverage, simple forest ecosystem structure and low forest quality, serious overloading of the carrying capacity of watershed resources and environment, weak wetland ecological function and great difficulty in ecological restoration. The protection and restoration measures in 10 areas, including nature reserve management, supervision of forest and grass wet resources, afforestation, grassland ecological restoration and lakeside ecological restoration, which provides scientific basis for winning the battle of "lake revolution" and comprehensively strengthening the integrated protection and restoration of forest, grassland and wetland natural ecosystems within the nine plateau lake basins.
