大国竞合与国际限制麻醉药品制造机制的形塑(1921—1934)

【摘要】 随着麻醉药品过量制造、非法走私和滥用等问题日益受到国际社会关注,1921年国联第一次动议通过国际公约采取行动,中经1930年伦敦预备会议和1931年日内瓦会议,最终签订《限制制造和调节分配麻醉药品公约》。围绕公约议定和批准,英、日、法、美等国,或利用对国联的主导权试图掌控公约走向,或通过结盟方式对抗老牌帝国以谋求主导公约基本原则,或借助程序规则谋求自身利益最大化。“弱国联”与“强国家”的国际格局,注定大国才是左右国际公约议定的主要力量,大国间的竞争与合作形塑了国联时期限制麻醉药品制造的国际机制。

【Abstract】 As concerns regarding excessive production, illicit smuggling, and abuse of narcotic drugs grew with in the international community, the League of Nations took its first steps towards addressing these issues through international conventions in 1921. Following the London Preliminary Meeting in 1930 and the Geneva Conference in 1931, the Convention for Limiting the Manufacture and Regulating the Distribution of Narcotic Drugs was signed and officially enforced on January 1, 1934. Throughout the negotiation and ratification of the convention, nations such as Britain, Japan, France, the United States, and Germany utilized their influence within the League of Nations to steer the direction of the convention, engaged in confrontations with established imperial powers, and strategically maneuvered to maximize their own interests through procedural rules. The international landscape of the “weak League of Nations” and the “strong states” inevitably positioned major powers as the primary influencers in shaping the international mechanisms to restrict the manufacture of narcotic drugs during the League of Nations era. This interplay of competition and cooperation among the major powers ultimately molded the international framework of drug control.
