【摘要】 在智库建设成为国家战略发展的支撑平台与动力源泉、体育事业被确立为中华民族伟大复兴的标志性事件的时代背景下，在国家“十四五”规划中明确提出的体育强国建设、辽宁“十四五”规划中体育强省建设的国家与区域体育发展要求下，以需求为引领，以问题为导向，对辽宁省体育事业发展进程中的体育智库建设进行研究。结果表明：在百年未有之大变局的世界趋势与新时代要求下，扎实推进辽宁“十四五”规划中的体育事业发展，助力辽宁体育治理体系与能力现代化，辽宁体育智库建设与发展既是核心基础性工作，又是承上启下的桥梁。实际工作中，扎根辽宁“十四五”规划与2035远景目标，辽宁体育智库应聚焦两个层次八个方面的研究之路，面对初始建设阶段与现实困境，应在顶层设计与规划、加强高校体育智库建设、激活社会体育智库、完善效果评价等领域进行科学规划与建设。更多还原

【Abstract】 The construction of think tanks has become a support platform and power source for national strategic development,and sports has been established as a landmark event for the great rejuvenation of the Chinese nation,and the construction of a powerful sports country has been clearly proposed in the national“14thFiveYear Plan”. Under the background of the construction of Liaoning sports strong province,this paper studies the construction of sports think tank in the development process of Liaoning sports with demand-led and problemoriented. The results show that under the world trend of unprecedented changes in a century and the requirements of the new era,the sports development in Liaoning“14thFive-Year Plan”should be steadily promoted,and the modernization of Liaoning’s sports governance system and capacity should be facilitated. The construction and development of Liaoning sports think tank is not only the core basic work but also the bridge between the past and the future. In practical work,rooted in Liaoning“14thFive-Year Plan”and 2035 vision goal Liaoning Sports think tank should focus on the research road of two levels and eight aspects,facing the initial construction stage and practical difficulties,it should carry out scientific planning and construction in the fields of top-level design and planning,strengthening the construction of college sports think tanks,activating social sports think tanks,and improving the effect evaluation.更多还原
