“双减”政策期间沈阳地区农药及化肥施用量与粮食产量的演变
Evolution of Pesticide and Fertilizer Application and Grain Yield in Shenyang during the ‘Double reduction’ Policy
【摘要】 为评价“双减”政策在沈阳地区的实施效果,以沈阳市8个行政区为研究对象,利用Theil指数、弹性系数和使用强度等方法,分析2015~2020年期间沈阳地区农药施用量、化肥施用量和粮食产量的区域内差异和耦合关系特征。结果显示,2015~2020年期间沈阳地区的农药、化肥施用量和使用强度均呈现了明显的下降,同时粮食产量得到了稳步的提高。大部分地区在农药和化肥施用方面均表现为“他因素影响区”,法库县、康平县等地在农药施用方面表现为“双增区”,辽中区则表现为“低效施药区”和“低效施肥区”。在使用强度方面,仅辽中区在2020年表现为农药使用强度上升,其余地区在农药使用强度和化肥使用强度方面均表现为明显的下降。总体而言,沈阳地区较好落实了“双减”政策,并实现了粮食产量的提升,实现了粮食安全与生态环境安全的并举。
【Abstract】 To evaluate the implementation effect of the "double reduction" policy in Shenyang, eight administrative districts of Shenyang city were used as research objects to analyse the intra-regional differences and coupling characteristics of pesticide application, fertilizer application and grain yield in Shenyang from 2015 to 2020 using the Theil index, elasticity coefficient and intensity of use methods. The results show that pesticide and fertiliser application and use intensity in the Shenyang region show a significant decline during the period 2015~2020, while grain yield has been steadily increased. Most of the areas showed "other factors influence zone" in pesticide and fertiliser application, while Faku and Kangping counties showed "double increase zone" in pesticide application and Liaocheng district showed "low efficiency application zone" and "low efficiency application zone". "In terms of pesticide application intensity, only Liaozhong county has a "double increase zone". In terms of use intensity, only Liaocheng district showed an increase in pesticide use intensity in 2020, while the rest of the districts showed a significant decrease in pesticide use intensity and fertilizer use intensity. In general, the Shenyang region has implemented the "double reduction" policy well and achieved an increase in grain production, thus achieving both food security and ecological safety.
