面向关键核心技术突破的国家创新体系构建

【摘要】 认识到制约我国关键核心技术突破的根本要素在于国家创新体系,对面向关键核心技术突破的国家创新体系构建问题进行研究。首先,界定国家创新体系构建的两种主要形式,包括基础性构建和针对性构建,并研究两种构建形式的基本逻辑,提出前者的逻辑是新兴技术演化为关键核心技术的各个阶段对国家创新体系的支撑需求,而后者的逻辑是针对性弥补国家创新体系的功能缺口;其次,论证国家创新体系构建应以功能结构为导引、以构成要素为基本对象,并总结不同构建形式的可行路径;最后,分析不同构建形式的构建机制,比较利益驱动机制和使命驱动机制的异同及各自适合的应用场景。

【Abstract】 Recognizing that the fundamental factor restricting the breakthrough of key core technologies in our country lies in national innovation system, this paper studies the construction of national innovation system. First,two main forms of national innovation system construction are defined, including basic construction and targeted construction, and the basic logic of the two forms of construction is studied. It is proposed that the logic of basic construction is the support demand for national innovation system at each stage of the evolution of emerging technologies into key core technologies, while the logic of targeted construction is to make up the functional gap of national innovation system. Second, this paper demonstrates that the construction of national innovation system should be guided by the functional structure and take the constituent elements as the basic object and summarizes the feasible paths of different construction forms. Finally, the paper analyzes the construction mechanism of different construction forms, and compares the similarities and differences between the benefit-driven mechanism and the mission-driven mechanism, as well as their suitable application scenarios.
