【摘要】 近年来，随着我国老龄化程度的不断加深，伴随着人口老龄化而来的是老年人对医疗、养老、康复、护理等服务的迫切需求。在高新技术的背景下，应用SWOT-CLPV模型探究哈尔滨市医养柔性结合的新型养老服务。从国家政策、社会环境、医养成本、信息技术及其产生的抑制性、杠杆效应、问题性、脆弱性等方面进行评价，并从协同治理、服务流程、金融支持、人才培养等方面提出可行性对策建议，以此推动养老服务的供给侧改革，促进医养结合快速发展。更多还原

【Abstract】 In recent years, with the deepening of the degree of aging in our country, the urgent needs of the elderly for medical treatment, pension, rehabilitation, nursing and other services come along with the aging of the population. Under the background of high and new technology, SWOT-CLPV model is applied to explore the new type of elderly care services with flexible medical and nursing integration in Harbin.
