【摘要】 黄河安澜是中华儿女的千年期盼，而作为黄河流域的重要组成部分，其山东段的生态治理水平受到广泛关注。为了探索黄河流域山东段生态治理新模式，需要对整体性治理进行回顾并对其理论框架予以总结。在归纳前人研究的基础上，构建黄河流域山东段生态的整体性治理新模式。基于整体性治理视角可以发现，当前黄河流域山东段生态治理在组织架构、治理网络以及治理工具三个方面还有很大的改善空间。因此，需要推动府际整合、实现多元共治和完善信息平台，进而促进黄河流域山东段生态治理良善发展。只有通过整体性治理新模式才能将多方利益进行整合，更好地推进生态文明建设。更多还原

【Abstract】 Making the Yellow River beautiful is the millennium expectation of the Chinese people. As an important part of the Yellow River Basin, the ecological management level of the Shandong section of the Yellow River Basin has been widely valued. In order to explore the new model of ecological governance in the Shandong section of the Yellow River Basin, it is necessary to review the overall governance and summarize its theoretical framework. From the perspective of holistic governance, it can be found that there is still much room for improvement in the organizational structure, governance network and governance tools of the current ecological governance in the Shandong section of the Yellow River Basin.
