【摘要】 本文根据2011年科技部启动实施的“创新型产业集群建设工程”来设计准自然实验，采用2007—2016年中国城市层面的独特数据，实证考察国家高新区“以集群促发展”政策对所在城市创新水平的影响。结果发现，国家高新区实施创新型产业集群政策显著提升了城市创新水平，且经过系列安慰剂检验和稳健性检验后上述基准结论依然成立。政策差异化视角的研究表明，创新型产业集群试点培育政策对城市创新的激励效应明显弱于试点建设政策。机制分析结果表明，国家高新区实施创新集群政策通过政策效应、协同集聚效应和信号传递效应三种机制影响城市创新。进一步讨论发现，创新型产业集群政策具有明显的“中心—外围”结构技术互补效应。本文的研究对国家高新区制度设计及产业政策体系变革具有重要的参考价值。更多还原

【Abstract】 Based on the "Innovative Industrial Cluster Construction Project" launched by Ministry of Science and Technology(MOST) in 2011, this paper designed a quasi-natural experiment, and empirically investigated the impact of the policy of "promote development by clustering" in national high-tech Zones on the innovation level of the cities using the unique data of Chinese cities from 2007 to 2016. The results show that the innovation-oriented industrial cluster policy in national high-tech Zones significantly improves the level of urban innovation, which still hold after a series of placebo tests and robustness tests.The research from the perspective of difference of policy shows that the incentive effect of pilot cultivation policy on urban innovation is obviously weaker than that of pilot construction policy. Mechanism analysis show that the cluster policy affects urban innovation through policy effect, collaborative agglomeration effect and signal effect. Further discussion shows that innovative industrial cluster policy has obvious "center-periphery" structural technology complementary effect. This paper has important reference value for the system design of national high-tech Zones and the reform of industrial policy system.更多还原
