【摘要】 本文根据自贸试验区的空间布局和政策介入特点理论和实证分析了其影响城市高质量发展的效应，得出结论如下：1.自贸试验区试点有利于城市高质量发展，但是推动城市高质量发展的优势将难以长期保持；2.从践行新发展理念的角度来看，自贸试验区试点有利于地区协调发展和开放发展，对创新发展和绿色发展具有一定的风险，同时试点成果尚未转化为共享发展的动能；3.试点城市产业多样化水平提升、产业发展的政策环境不断改善对城市发展质量起到了间接的促进作用，试点城市并未显著增加支出水平打造“政策洼地”,同样有利于区域的协调发展；4.异质性分析表明，开放水平高的城市、大城市以及中西部城市开展自贸试验区试点能够更显著地提升城市发展质量。据此提出了政策建议。更多还原

【Abstract】 The pilot free trade zone is a kind of authorized policy experiment to deal with risks and challenges in the process of opening up of China.While completing the pilot tasks, it brings opportunities and risks to the high-quality development of Chinese cities.From the spatial distribution and policy intervention characteristics of the pilot free trade zones, the advantages and risks for high-quality development of cities are theoretically analyzed.Based on the data of prefecture level cities, PSM-DID method is used to empirically test the impact of pilot free trade zones on high-quality development, and conclusions are that: 1.The pilot free trade zone is conducive to high-quality development of the city, but its advantages in promoting high-quality development are difficult to maintain for long; 2.From the perspective of implementing the“New concept for development”,the pilot free trade zone mainly affects four elements of high-quality development, which means it is conducive to the coordinated development and opening up of the city, whereas has risks on innovative and green development; 3.The improvement of industrial diversification and policy environment for industrial development in pilot free trade zone will indirectly foster high-quality development of the city, and insignificant increase in expenditure level means no“traps of preferential policies”is caused in pilot cities, which is also conducive to the coordinated development; 4.Heterogeneity analysis shows that pilot free trade zones in cities with high level of openness, large cities, cities in Central China and Western China have more significant stimulating effects on high-quality development.Policy implications have been proposed.更多还原
