【摘要】 系统梳理浙江省水利发展现状，通过与广东、江苏、上海等省市的水利发展现状比较分析发现，浙江省在河（湖）长制、最严格水资源管理、幸福河湖、海塘安澜、水生态价值实现等方面具有一定的先发优势，具备继续走前列的基础。结合新形势和新要求，分析浙江省水利发展继续走前列的挑战，从以河湖管理制度改革创新推动河（湖）长制、双向发力推动最严格水资源管理、打造全域幸福河湖、建设“海塘+”、系统推进水生态价值转化等方面提出建议，以期为浙江水利助力“两个先行”提供参考。更多还原

【Abstract】 This paper systematically summarizes the current situation of water conservancy development in Zhejiang Province. By comparing with Guangdong,Jiangsu,Shanghai and other provinces and cities,the analysis shows that Zhejiang province has a certain first mover advantage in terms of river chief,water resource management,beautiful rivers,safe seawalls,and realization of water ecological value,thus having the foundation to continue to lead the way.In combination with the new situation and new requirements,the paper analyzes the challenges of continuing to take the lead in the development of water conservancy in Zhejiang province,and puts forward suggestions of further improving current management.更多还原
