【摘要】 实施区域协调发展战略对于构建新发展格局和推进中国式现代化具有重要意义。经济圈作为一种新的城镇化空间形态，是推进区域协调发展的重要承载空间。区域发展不平衡不仅体现在不同省域之间，也反映在省级行政区内部的发展差异，但面向这一尺度的经济圈协调发展并未得到足够关注。本文立足于山东省内胶东经济圈、省会经济圈、鲁南经济圈协同联动发展的实践探索，阐述区域协调发展的多维目标，从“制度—组织—执行”三个维度提出实现省级行政区内部经济圈之间协调发展的政策建议。在目标指向方面，基于对政策要求、现实实践和已有文献的梳理，从经济发展、生态环境、人民生活水平、城乡融合、基本公共服务五个维度解构区域协调发展的目标内涵。为了实现区域协调发展的多维目标，需要在制度层面推进政策集成、完善体系化的区域协调发展制度供给，在组织层面优化主体结构、面向不同尺度构建区域协调发展的具体机制，在执行层面加强区域整合、创新推进区域协调发展的多元策略和政策工具。更多还原

【Abstract】 The implementation of regional coordinated development strategy is of great significance for building a new development pattern and realizing Chinese-style modernization. As a new spatial form of urbanization, the economic circle is an important bearing space for promoting coordinated regional development. Regional development imbalance is not only reflected in the development differences between different provinces and regions, but also within provincial administrative regions, but the coordinated development of economic circles oriented to this scale has not received enough attention. Based on the practical exploration of the synergistic development of Jiaodong Economic Circle, Provincial Capital Economic Circle and Lunan Economic Circle in Shandong Province, this article elaborates the multidimensional objectives of coordinated regional development and proposes policy suggestions for the coordinated development of economic circles within provincial administrative regions from three dimensions of ‘system-organization-implementation’. In terms of goal orientation, we deconstruct the connotation of coordinated regional development in five dimensions: economic development, ecological environment, people’s living standard, urban-rural integration, and basic public services, based on the combing of policy requirements, actual practice and existing literature. In order to achieve the multidimensional goals of coordinated regional development, it is necessary to promote policy integration and improve systematic regional coordinated development system supply at the institutional level, optimize the structure of the main body and construct specific mechanisms for coordinated regional development at the organizational level for different scales, and strengthen regional integration and innovate multiple strategies and policy tools to promote coordinated regional development at the implementation level.更多还原
