【摘要】 对口帮扶政策是中国推动区域协调发展的重要举措，对于该政策产生的污染企业迁移效应，值得警惕和深入分析。文章利用“企查查”、Oriana、Zephyr等企业层面的微观数据库，挖掘多种类型的污染企业迁移方式，并采用负二项回归模型进行分析。主要发现：(1)对口帮扶政策会显著引发污染企业迁移。对口帮扶城市之间发生污染企业迁移的平均频次比其他城市之间多出149.51%。(2)污染企业主要通过设立控股子公司、兼并收购、设立分公司等方式实现迁移。(3)相比于上级政府指令型帮扶关系，主动合作型帮扶关系对污染企业迁移的影响更大。(4)驱动机制分析发现，迁移企业的规模越大，越易于受到对口帮扶政策的影响。此外，区域间在要素成本、产业升级政策上的差异性能够与对口帮扶政策产生交互作用，进而推动污染企业迁移。文章提出建立产业帮扶、环境监测、生态补偿于一体的对口帮扶政策体系，特别是要深入到不同类型的迁移方式之中强化对污染企业迁移的监管力度。更多还原

【Abstract】 The hand-in-hand assistance is an important measure for our country to promote coordinated and sustainable regional development. The migration effect of polluting enterprises caused by this policy is worth vigilance and in-depth analysis. Based on the micro-databases of Qiqiacha,Oriana,Zephyr and so on,this paper explores the migration modes of polluting enterprises in various forms using the negative binomial regression model. The main findings are as follows:1)The policy can significantly cause the migration of polluting enterprises. The average number of migration of polluting enterprises between the counterpart cities is 149.51% more than that between other cities. 2) The migration of polluting enterprises is promoted through the establishment of holding subsidiaries, enterprise mergers and acquisitions, the establishment of branch companies. 3) Compared with the provincial government directive assisting relationship, the active cooperative assisting relationship has a greater impact on the migration of polluting enterprises. 4) The larger of the relocation enterprises, the more likely to be affected by the hand-in-hand assistance policy. Inter-regional differences in factor costs and industrial upgrading policies can interact with the policies and promote the migration effect of polluting enterprises,which promotes the migration of polluting enterprises. The paper proposes to establish the policy system of industrial assistance, environmental monitoring and ecological compensation, especially to strengthen the supervision of the migration of polluting enterprises in different types of migration modes.更多还原
