【摘要】 随着世界银行2022年正式以新的“宜商环境”评估体系取代原有的“营商环境”评估体系，一种更强调政策透明性、均衡性和执行力的商业环境建设新思路、新观念在全球范围内快速兴起，许多国家都在积极寻求对接这一新体系，力图在打造新型商业环境方面占得先机。本文在改进赛迪研究院营商环境评价指标体系的基础上，对湖北省内17个地市十年营商环境建设所取得的成效做出了实证测度，分析指出其面临的主要问题和短板，并就湖北如何利用好这一全球观念转变的契机尽快迈入宜商环境建设的新路，提出了若干初步的思考。更多还原

【Abstract】 As the World Bank officially replaces the original Doing Business evaluation system with a new Business Enabling Environment evaluation system in 2022, a new idea and concept of business environment construction, which emphasizes more policy transparency, balance and execution, is emerging rapidly worldwide. Many countries are actively seeking to align themselves with this new system, trying to get a head start in creating a new business environment. Based on the business environment evaluation index system of CCID Research Institute, this paper makes an empirical measurement of the achievements of the construction of business environment in 17 cities in Hubei province in the past ten years, analyzes the main problems and shortcomings, and puts forward some preliminary thoughts on how to make good use of this opportunity of global concept change to enter the new road of business environment construction as soon as possible.更多还原
