【Abstract】 In the early years of Republic of China, business organizations in Anhui set about establishing Anzheng Railway Corporation to huild the railway from Anqing, the capital city f Anhui Province, to Zhengyangguan. For fund collection, they decided to borrow money from Asahi Chamber of Commerce in Japan. After the Second Revolution, the then President Yuan Shikai denied the loan from the Japanese and issued an order to arrest Guang Peng. Guan was later thrown into jail in Shanghai, incurring trial debates and public opinion turmoil. The failure of Beiyang Government on intervening the trial and raising fund for the railway construction reflected the tortuous fate twisted by various forces.更多还原
