【Abstract】 Seafarer examination is one of the responsibilities performed by the maritime administration based on the law. To provide solid basic elements for essential safety is to safeguard the first pass for maritime traffic safety, which is vital for enhancing the high-quality seafarer development of China and serving the sound development of the shipping industry. Based on investigation and analysis on the seafarer examination management of the maritime administrative system directly under the Ministry of Transport and in view of the experience from the practice of Guangdong Maritime Safety Administration in the regionalized management of seafarer examination, the paper studies the feasibility of such regionalized management, in order to enhance the seafarer examination management of the maritime administration and improve the efficiency of seafarer examination management.更多还原
