【摘要】 随着物联网、大数据、云计算、人工智能等信息技术的快速发展，作为其有机结合体的数字孪生技术以实时性、准确性、预知性、开放性等特点被越来越多的国家划入战略技术名录。进入新时代以来，我国也加快推进了数字孪生技术的整体布局，在打造现代化城市、推进高质量发展中取得了一定成效。在“提效-赋能”的双维分析框架下，数字孪生技术提升了数据测量准确效率、信息回收利用效率、风险预防评估效率，全面增强了资源协调能力、政府决策能力、风险防范能力。在对典型的城市流域治理、智慧城市建设的数字孪生案例分析中，充分论证了数字孪生技术助推城市治理现代化的可行性和有效性。为此，要进一步运用好数字孪生技术的治理优势，推进数字孪生技术的应用下沉，为现代化城市构建坚实的数字基础。更多还原

【Abstract】 With the rapid development of information technologies such as the Internet of Things,big data,cloud computing,and artificial intelligence,digital twin technology,as an organic combination of these technologies,is increasingly included in strategic technology lists for its characteristics of real-time,accuracy,predictability,and openness. Since entering the new era,China has also accelerated the overall layout of digital twin technology,achieving certain results in building modern cities and promoting high-quality development.Within the dual-dimensional analysis framework of“efficiency enhancement and empowerment,”digital twin technology has improved the efficiency of data measurement, information recycling, and risk prevention assessment,comprehensively enhancing the capabilities of resource coordination,government decision-making,and risk prevention. Through the analysis of typical digital twin cases in urban watershed management and the construction of smart cities,this study fully demonstrates the feasibility and effectiveness of digital twin technology in promoting the modernization of urban governance. Therefore,it is essential to further leverage the governance advantages of digital twin technology,promote the application of digital twin technology,and establish a solid digital foundation for modern cities.更多还原
