【摘要】 合理性是在合法性基础上对党内法规提出的更高的要求，其作为党内法规执行效果评估的标准，对于提升党内法规制定质量、反馈党内治理需要、维护党内法规的尊严和权威具有重要意义。但合理性标准在党内法规执行效果评估实践中也存在缺乏明确的规范内涵、具有较强的主观性、缺乏可操作性等困境。为此，我们应遵循正当性原则、必要性原则、可行性原则、比例原则，将合理性标准具体展开为符合公平公正要求、考虑相关因素要求、符合比例原则的要求等方面，为党内法规执行效果评估实践提供明确的标准依据。更多还原

【Abstract】 Rationality is a higher requirement for inner-party laws and regulations based on legitimacy. As a standard for evaluating the implementation effect of inner-party laws and regulations, it is of great significance for improving the quality of inner-party laws and regulations,feeding back inner-party governance needs,and maintaining the dignity and authority of inner-party laws and regulations. However,in the practice of the evaluation of the implementation effect of the inner-party laws and regulations,the rationality standard also lacks clear normative connotation,strong subjectivity and operability. To this end,we should follow the principles of legitimacy,necessity,feasibility and proportionality,and expand the reasonableness criteria into compliance with the requirements of fairness and justice,consideration of relevant factors,compliance with the requirements of the principle of proportionality,etc,so as to provide a clear standard basis for the evaluation practice of the implementation effect of laws and regulations within the Party.更多还原
