【摘要】 企业自律难以替代行政监管。2022年1月至6月征信违规的行政处罚数量较同期增长了700%，鉴于个人征信的重要价值，应当重视并积极回应个人信用信息处理过程中的违规查询及买卖等风险，《征信业务管理办法》也赋予省会（首府）城市中心支行以上的基层央行以征信监管职责，强化监管势在必行。基层央行监管的针对性和时效性更强，但是在实践中面临着监管与服务角色混同、监管覆盖范围不全面等障碍。为更好提升基层央行的征信监管质效，应优化调整内设机构以促成监管的相对独立，以“行为标准”拓展征信监管范围。同时，借助隐私计算及区块链等监管科技来落实穿透式与全流程的监管要求。更多还原

【Abstract】 Corporate self-regulation is hardly a substitute for administrative supervision. The number of administrative penalties for credit violations from January to June 2022 increased 700% over the same period. Given the important value of personal credit, attention and positive response should be given to the risks of irregular inquiries and trading in the processing of personal credit information, and the“Measures for the Administration of Credit Business”also endows the grassroots central banks above the provincial capital(capital)city central branch with the responsibility of credit supervision, and it is imperative to strengthen supervision. Grassroots central bank supervision is more targeted and time-sensitive, but in practice it faces obstacles such as mixed regulatory and service roles, incomplete regulatory coverage and low regulatory efficiency. In order to better improve the quality and effectiveness of credit supervision of the grassroots central bank, the internal organization should be optimized and adjusted to promote the relative independence of supervision and team building, and the scope of credit supervision should be expanded with "behavioral standards". At the same time, regulatory technologies such as privacy computing and blockchain are used to implement penetrating and full-process regulatory requirements.更多还原
