数字政府空间的协同价值共创:识别与实现

【摘要】 数字政府空间是数字政府治理的要素和公共需求表达在虚拟数字空间的表现形式,其中包含了以“政-企-民”互动为表征形式进行公共价值创造、表达与输出的过程与结构。作为公共价值子集“治理能力提升”的一种表现形式,协同价值识别是对协同效能提升程度的考察,体现为社会组织、数字企业家、公众对公平协作、互信空间、赋权合法性和主体伙伴关系建构的共同期望,包括主体构成、互动关系、权利结构与系统情境四个主要维度。识别和定义协同价值不仅揭示了数字政府空间治理“共识导向”的公共价值建构过程,也阐明了协同价值共创是多元主体合作关系谱系重构、技术深度融合和制度全面创新的结果。文章结合数字政府空间的治理场景,以价值共创为理念内核,构建了以“政-企-民”三元互动为核心,以赋权、赋能及确权为动能的数字政府空间协同价值实现路径,借以重构协同价值表达、发现及实现的空间网络逻辑。

【Abstract】 Digital government space is the manifestation of the elements of digital government governance and public demand expression in the virtual digital space, which includes the process and structure of public value creation, expression and output in the form of “government-enterprise-people” interaction. As an expression form of “governance capability improvement” of the subset of public value, collaborative value recognition is the investigation of the improvement degree of collaborative effectiveness, which is reflected in the common expectations of social organizations, digital enterprises and the public for fair cooperation, mutual trust space, empowerment legitimacy and subject partnership construction. It involves four main dimensions: subject composition, interactive relationship, right structure and system context. Identifying and defining collaborative value not only reveals the “consensus-oriented” public value construction process in digital government spatial governance, but also illustrates that collaborative value co-creation is the result of the reconstruction of cooperative relationship spectrum of multiple subjects, deep integration of technologies and comprehensive innovation of institutions. Based on the governance scenarios of digital government space and taking value co-creation as the core ideas, this paper constructs a way to realize the collaborative value of digital government space with the interaction of “government-enterprise-people” as the core and the empowerment and affirmation as the driving force, so as to reconstruct the spatial network logic of the expression, discovery and realization of collaborative value.
