基于整数规划的改进多目标遗传算法及养老机构建设规划研究

【摘要】 针对老年照护的国家重要需求,综合考虑了养老机构发展的经济效益,以每千户籍老人拥有尽可能多的床位为原则,构建了养老机构建设布局的多目标规划模型.考虑到养老机构建设数量只能为整数,结合整数规划的思想对多目标遗传算法进行了改进.通过多次寻优得到满足条件的Pareto最优解集,并通过多属性决策理论得到最佳规划方案.以每3年为一个建设周期,提出了南京市未来15年的养老机构建设规划方案.该方案在同时考虑经济效益和社会的前提下,可以优化配置老年照护资源,科学综合地应对人口老龄化问题.

【Abstract】 In light of the pressing national need for elderly care, we present a comprehensive analysis of the economic benefits of developing elderly care institutions, and multi-objective planning model for constructing and locating these institutions based on the principle of providing as many beds as possible for every thousand registered elderly individuals. Since the number of endowment institutions can only be an integer, the multi-objective genetic algorithm is improved by incorporating ideas from integer programming. Through multiple optimizations, the Pareto optimal solution set is obtained, which is used to derive the optimal programming scheme using multi-attribute decision theory. Construction plan for elderly care institutions in Nanjing over the next 15 years, with a construction cycle of three years, is proposed. By considering both,this scheme optimizes the allocation of elderly care resources and provides a scientific and comprehensive solution to the problem of population aging.
