【摘要】 党的十九届五中全会和党的二十大都明确提出要“实施城市更新行动”，这为城市更新制度的建设创造了历史性机遇。通过对我国城市更新制度建设进展情况进行梳理，在借鉴国外发达国家城市更新经验的基础上，结合我国国情，提出构筑系统、整体的城市更新制度框架，建立公众参与、多主体合作的可持续城市更新治理机制，构建多元化的城市更新资金保障体系，以及制定面向复杂现实的系统性城市更新政策等优化改进建议。更多还原

【Abstract】 The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the 20th National Congress have clearly proposed the implementation of urban regeneration action, creating a historic opportunity for the construction of the urban regeneration system. This paper reviews the progress of China’s urban regeneration system construction. By drawing upon the advanced experiences of international urban regeneration while considering China’s national conditions, it proposes the construction of a systematic and comprehensive urban regeneration institutional framework. It also suggests establishing a resident-led, multi-stakeholder cooperative governance mechanism for sustainable urban regeneration, developing a diversified urban regeneration funding security system, and formulating systematic urban regeneration policies that address complex realities.更多还原
