【摘要】 建立健全生态产品价值实现机制是我国政府提出的一项具有中国特色的创新性的战略措施和任务。论文以湖北省梁子湖流域生态产品价值实现为例，经走访调研，分析发现现阶段若仅靠市场途径来实现其价值是困难的，需由政府引导推动，多方参与协同治理。从务“实”角度，进行生态环境修复，探索发展生态产业，提升生态价值；加强梁子湖流域功能价值的研究宣传工作，促进资源有偿使用，打开市场。从务“虚”角度，构建便于流转的产权制度，促进生态资源资本化；创新生态补偿方法和激励机制，提升软性实力。更多还原

【Abstract】 Establishing and improving the mechanism for realizing the value of ecological products is an innovative strategic measure and task with Chinese characteristics put forward by the Chinese government. Taking the realization of the value of ecological products in the Liangzihu Basin of Hubei Province as an example, this paper finds that it is difficult to realize its value only by market channels at this stage, and it needs to be guided and promoted by the government and multi-party participation in collaborative governance. From the perspective of "practicality", it needs to carry out ecological environment restoration, explore the development of ecological industries, and enhance ecological value; and to strengthen the research and publicity of the functional value of the Liangzihu Basin, promote the paid use of resources, and open up the market. From the perspective of "virtuality", it needs to build a property rights system that is convenient for circulation and promote the capitalization of ecological resources; to innovate eco-compensation methods and incentive mechanisms to enhance soft power.更多还原
