【摘要】 农业规模化经营是推进农业现代化，实现农业强国的必由之路。在仍以小农经营为主体的国情农情背景下，如何推进农业规模化经营成为人们关注的问题。农业社会化服务近年来成为促进规模化经营的重要途径，能够显著降低小农户与现代农业衔接的交易成本。通过梳理农业托管政策背景，阐述托管服务模式、逻辑及其成效，总结实践探索经验。研究发现，土地细碎化、建设用地不足、信息化利用不足以及农业保险政策供给不足等问题制约托管服务的推行。在此基础上提出推进土地连片化、保障配套建设用地供给、提升信息化水平以及提升农业经营风险保障水平等路径优化的政策建议。更多还原

【Abstract】 Agricultural scale operation is the only way to promote agricultural modernization and realize agricultural power. Under the background of the national agricultural situation in which smallholder management is still the main body, how to promote the scale operation of agriculture has become a concern of people. In recent years, agricultural socialization service has become an important way to promote large-scale management, which can significantly reduce the transaction costs of connecting small farmers with modern agriculture. By sorting out the background of agricultural trusteeship policy, this paper expounds the trusteeship service model, logic and effectiveness, and summarizes the experience of practice and exploration. It is found that problems such as land fragmentation, lack of construction land, insufficient use of information technology and insufficient supply of agricultural insurance policies restricting the implementation of trusteeship services. On this basis, it puts forward some policy suggestions to optimize the path of promoting land agglomeration, ensuring the supply of supporting construction land, improving the level of informatization and improving the level of agricultural management risk protection.更多还原
