【摘要】 “以人为本”是党和国家各项工作开展的重要宗旨，在退役军人安置工作中更为凸显。“以人为本”的工作理念贯彻到退役军人安置工作中，最重要的是要尊重退役军人的主体地位，维护他们的主体权益，在顶层设计和落地实施上双向发力。文章主要立足于法律法规、就业创业、社会保障、精神抚慰四个方面，针对当前退役军人工作存在的问题，在借鉴其他国家工作管理经验的基础上，相应地提出了解决对策，这样既有助于推动退役军人保障体系化建设，又能鼓舞军心，推动新时代中国特色社会主义军事强国的建设。更多还原

【Abstract】 “People-oriented” is an important purpose of the Party and the country’s work, and it is even more prominent in the placement of retired soldiers. The work concept of “people-oriented” is implemented in the placement of retired soldiers. The most important thing is to respect the dominant position of retired military personnel, safeguard their main rights and interests, and exert two-way efforts in top-level design and implementation. This article is mainly based on four aspects: laws and regulations, employment and entrepreneurship, social security, and spiritual comfort.
