【摘要】 跨国语言服务是优化语言服务产业布局、降低“一带一路”共建国家国际贸易成本、深度参与全球经济治理的关键环节。当前已形成以对接“一带一路”发展需求的民营小微企业为主体、跨国跨行业并购为趋势、关键节点语言多样性突出、语言服务定制化和数字化发展为特点的“一带一路”跨国语言服务格局。在新科技革命和数字经济加速演变的推动下,“一带一路”跨国语言服务蕴藏巨大需求潜力,在面临资本注入、数智赋能和政策鼓励等发展机遇的同时,也处于数字技术可及性低、安全保障问题频发、上游产业智力支撑不足和企业自身战略转型等多重风险之中。健全“一带一路”跨国语言服务数字安全体系、完善语言服务数字基础设施建设、细化“国际语言服务”数字人文学科设置、打造“一带一路”跨国语言服务数字公司矩阵、构建“政用产学研”一体化的跨国语言服务共同体是数字经济时代“一带一路”跨国语言服务的主要优化升级路径。更多还原

【Abstract】 Transnational language services play a pivotal role in optimizing the global language service industry landscape, reducing the cost of international trade among countries of the Belt and Road Initiative(BRI),and actively engaging in global economic governance. At present, the transnational language service landscape in the context of the BRI has taken shape, which is characterized by private small and micro enterprises that meet the development needs of the BRI as the main players, rising transnational and cross-industry mergers and acquisitions as the trend, prominent linguistic diversity at critical nodes, and the customized and digital development of language services. Driven by the rapid evolution of new technology and digital economy, transnational language services in the context of the BRI not only hold immense potential for demand, face the development opportunities driven by capital injection, digital empowerment and policy encouragement, but also face multiple risks, including limited digital technology accessibility, frequent safety and security concerns, inadequate intellectual support from upstream sectors, and the need for strategic transformation of enterprises themselves. Therefore, the following optimization and upgrading strategies for transnational language services in the digital economy era are proposed: first, strengthening the digital security framework of transnational language services; second, enhancing the development of the digital infrastructure for language services; third, setting up a new discipline of “international language services” to refine the discipline of “digital humanities”; fourth, creating a novel network of digital transnational language service enterprises of the BRI; and fifth, fostering a transnational language service community which integrates government, application, industry, academia, and research.更多还原
