从“去一体化”到“再一体化”?——西方国家地区主义政策的演变及其影响
Disintegration to Reintegration: The Evolution of Regionalization Policy in Western Countries and Its Impact
【摘要】 英国“脱欧”和美国总统特朗普上台之后,西方国家的地区主义政策发生了重大转折。近年来西方国家试图重启地区一体化建设,提出了一些新的区域合作方案。在地区去一体化、地区“再一体化”的理论框架基础上,文章对当前西方主要国家地区主义政策演变的动因和途径进行了探讨。重塑共识是地区“再一体化”的关键因素,其中包括地区性的积极共识和消极共识两种发展途径。经过对美国和欧洲国家的案例分析,文章发现它们新近提出的区域合作方案在塑造积极共识方面缺少创新和动力,但是企图发展形成针对第三国的消极共识色彩却愈发显著。从全球、地区和国家层面看,西方地区主义政策的演变存在较强的消极性,其对推动全球化发展并无助益,却对亚太地区开放区域主义和中国的周边区域合作构成了潜在冲击。
【Abstract】 After Brexit and Trump took office, there has been a significant turning point in the regional policy of Western countries. In recent years, the Western countries have tried to restart regional integration by proposing some new regional cooperation plans. Based on the analysis of the theoretical framework of regional disintegration and regional reintegration, this article explores the reasons and paths for the evolution of regional policy in current major Western countries. The key factor of regional reintegration is reshaping consensus, including regional positive consensus and regional negative consensus. Through case studies of the USA and European countries, the paper finds that their recent regional cooperation plans embody little innovation and dynamics in constructing positive consensus, but in stead contain obviously negative consensus targeting other countries. From the global, regional and national perspectives, the evolution of the Western countries’ regional policies is relatively negative, as it is not beneficial to globalization and also shows possible adverse impacts on Asia-Pacific open regionalism and China’s regional cooperation with neigbour countries.
