【摘要】 生态修复是生态破坏地区生态产品价值实现的前提条件，有效评价生态修复项目的效益情况，对分析生态修复项目成效以及量化生态修复对区域发展的外部效应有着重大意义。文中从生态产品价值实现的视角，以江阴市滨江公园体系生态修复项目为研究对象，从经济效益、公益性生态效益、项目成本三个评价层面构建效益评价指标体系，并区分不同土地利用方式下的效益组成情况运用净现值法进行综合效益评价。结果表明：1)若仅维持原经济发展模式，其环境管制成本较高，经济效益不显著且呈现出较为严重的环境负外部性。2)处于城市的生态修复对周边地区的正外部性影响较大，环境的改善能够带动周边产业转型。3)生态修复项目具有较强公共性与社会性，公益性生态效益占比较大。该评价体系可为生态修复项目效益评价提供参考，也可为区域生态产品价值实现提供数据与理论支持。更多还原

【Abstract】 Ecological restoration is a prerequisite for realizing the value of ecological products in ecologically damaged areas. Effective evaluation of the benefits of ecological restoration projects is of great significance in analyzing the effectiveness of ecological restoration projects and quantifying the external effects of the projects on regional development. From the perspective of ecological product value realization, we take the ecological restoration project of Jiangyin’s riverside park system as the research object to construct a benefit evaluation index system from three evaluation levels: economic benefit, public welfare ecological benefit and project cost. And the NPV method is used to evaluate the benefits of the different land use options. The results show that: 1) If the original economic development model is maintained, the cost of environmental regulation is high, the economic benefits are insignificant and there are more serious negative environmental externalities.2) Ecological restoration in the city has a greater impact on the positive externalities of the surrounding areas, and the improvement of the environment can lead to the transformation of the surrounding industries. 3) Ecological restoration projects are of strong public and social benefits, with a large proportion of ecological benefits for the publics. The evaluation system can provide reference for evaluation of the benefits of ecological restoration projects, and can also provide data and theoretical support for realization of the value of regional ecological products.更多还原
