【摘要】 基本公共服务均等化感知是公众对基本公共服务均等化政策执行效果的直观感知，是其在客观获得基础上的主观感受，也是国家治理的良政基准和善治标尺。从公众主观感知视角切入，基于湖北省的一手问卷调查数据，论文采用Bootstrap方法分析公众参与行为和社会阶层属性对基本公共服务均等化感知的影响，重点考察行政负担的中介效应和政府形象的调节作用。研究发现，公众参与行为对基本公共服务均等化感知具有显著的正向影响，社会阶层属性对均等化感知具有显著的负向影响；行政负担在公众参与行为和均等化感知之间存在中介效应；政府形象在公众参与行为和均等化感知之间、社会阶层属性和均等化感知之间均发挥着调节作用。研究结果表明，在增强公众参与行为和关注不同社会阶层属性公众的服务需求的同时，也应降低行政负担和改善政府形象，以此提升基本公共服务均等化感知水平。更多还原

【Abstract】 The public perception of the equalization of basic services is the public’s intuitive perception of the implementation effect of such a policy. It is a subjective feeling based on objective acquisition.But it is also the benchmark of good governance and good governance of national governance. From the perspective of public subjective perception, based on questionnaire survey data of Hubei Province, the Bootstrap method was used to analyze the influence of public participation behavior and social class attributes on the perception of equalization of basic public services, focusing on the mediating effect of administrative burden and the moderating role of government image. It was found that public participation behavior had a significant positive impact on the perception of equalization of basic public services, and social class attributes had a significant negative impact on the perception of equalization.There was a mediating effect between administrative burden and public participation and the perception of equality. Government image played a moderating role between public participation and perception of equalization, and between social class attributes and perception of equalization. The results show that,while it is necessary to enhance public participation and consider the service needs of the public of different social classes, it is also necessary to reduce the administrative burden and improve the image of the government and thereby improve the perception of the equalization of basic public services.更多还原
